Further chaos struck after qualifying when two drivers, Alex Albon and Carlos Sainz, were disqualified from the session after their cars failed technical checks.
The FIA technical delegate's report found that the 'uppermost rear wing element adjustable positions' on both the Williams (Albon) and Ferrari (Sainz) exceeded the maximum limit of 85mm, wiping their qualifying results and forcing them to start at the back of the grid.
Albon, who had qualified 12th, will start 19th, and Sainz, 13th, will start 20th.
Russell and will start on the front row, with championship leader Oscar Piastri in third and Norris starting fifth.
